ICT Policy & Regulation

1. Training Introduction

Information and Communication Technologies (ICT), also referred to as Communications Technology (CT), are critical enablers of economic growth, digital inclusion, innovation, and national development. Effective ICT policy and regulation are essential to promote competition, protect consumers, ensure cybersecurity, manage spectrum and support emerging technologies.

This programme provides participants with a structured understanding of ICT policy formulation, regulatory frameworks, institutional roles, and global best practices, enabling them to contribute effectively to policymaking, regulation, and sector governance at national, regional, and organizational levels.

  • Regulatory obligations for operators
  • Infrastructure sharing and access regulation

Workshop: Design a basic licensing framework

 

Module 4 — Spectrum Policy & Management

  • Spectrum as a national resource
  • Spectrum allocation, assignment, and pricing
  • Spectrum auctions and administrative methods
  • Emerging spectrum issues (5G, satellite, IoT)

Activity: Analyze a spectrum allocation scenario

 

Module 5 — Competition & Consumer Protection

  • Promoting competition in ICT markets

  • Quality of service (QoS) regulation
  • Consumer rights and complaint mechanisms

Exercise: Review a consumer protection case study

 

Module 6 — Universal Access & Digital Inclusion

  • Gender and inclusive digital policies

Workshop: Propose a universal access initiative

 

Module 7 — Emerging Issues: Digital, Data & Cyber Policy

  • Regulation of emerging technologies

Activity: Evaluate policy responses to an emerging ICT issue

 

Module 8 — Capstone Project: ICT Policy or Regulatory Framework

  • Propose a structured policy or regulatory response
  • Assess economic, social, and technological impacts
  • Present policy recommendations

Deliverable: Capstone project report and presentation
