Sector-Wide Approach (SWAp) Management

TRAINING INTRODUCTION

The Sector-Wide Approach (SWAp) is a planning and management method that brings together all key stakeholders—government, donors, NGOs, and civil society—within a sector (e.g., health, education, agriculture) to support a unified strategy, funding, implementation, and monitoring system. SWAp aims to enhance sector coordination, improve efficiency, increase country ownership, and strengthen alignment with national development goals.

This training is designed to provide professionals working in government agencies, donor organizations, and implementing partners with the knowledge and tools to effectively manage and coordinate SWAps. The course focuses on key components of SWAp such as sector planning, resource alignment, joint monitoring, policy dialogue, and capacity development.

• Medium-Term Expenditure Frameworks (MTEFs)

Module 15: Sustainability and Transition Planning

• Transition from donor-supported to fully government-owned systems

Module 16: Capstone Workshop – Designing a SWAp Management Framework

• Participants design a full SWAp framework for a selected sector
• Includes strategy alignment, coordination plan, and M&E framework
• Group presentations and peer feedback

 

ASSESSMENT AND CERTIFICATION

• Participation and class activities (20%)

Participants who successfully complete the course will receive a Certificate in Sector-Wide Approach Management.
